The Stadium Royal Flush

Do you suppose that the plumbing contractor's going to pay for the fix--or will it just be tacked on to the endless, priceless, Stadium Tax?

Since we're talking about a gubmint operation, I'll take Door #3 - tack it and a penalty that would be a fraction of what would be assessed to a private entity on to the endless, priceless White Elephant Tax.
